The Office of International Programs and Studies (OIPS) was established by the Board of Trustees on May 24, 1962; its Director was given general responsibilities to supervise and coordinate programs, encourage instruction and research, and disseminate information.

Soviet Interview Project Publications, include 43 working papers prepared from the data obtained from questionnaires used in 1983 and 1986 interviews with persons who had emigrated from the Soviet Union between the years 1979 and 1981. The papers include bound copies of ten papers given at the Airlie House (Virginia) Conference, "The Soviet Modern Sector: Life, Work and Politics in Soviet Cities (October 27-29, 1985).
