The Water Resources Center was established as an agency of the Graduate College by the Board of Trustees in 1963. Its primary purpose was to "encourage and coordinate university-wide planning and implementation of interdisciplinary programs for research and graduate education in water resources."
Governor Otto Kerner cooperating with the Water Resource Research Act of 1964 (P.L. 88-379) designated this university center as the water resources research institute for the State of Illinois.
In December 1971, the Center was transferred from the Graduate College to the Institute for Environmental Studies.
